A fatal watercraft collision at Hubbard Creek Reservoir in Stephens County, Texas, resulted in the death of 67-year-old Roger Cross on Wednesday afternoon. The event took place shortly prior to 4:30 p.m. in a narrow, shallow passage adjacent to Peeler’s Pier, located north of Highway 180 along the border of Stephens and Shackelford counties.
The vessel, of moderate size and carrying two individuals, collided with a submerged tree stump while traversing the area’s shallow depths, leading to an abrupt overturning and submersion. A contributing factor was the reservoir’s diminished water level, recorded at only 43.5 percent capacity at the time, which revealed obstructions normally concealed below the surface.
Mr. Cross, who was a passenger, entered the water following the capsizing and succumbed to drowning despite subsequent rescue attempts. The operator of the boat, 38-year-old James Cozart, suffered injuries but was able to reach shore. Mr. Cozart then retrieved Mr. Cross from the water and initiated cardiopulmonary resuscitation, continuing until the arrival of emergency personnel; however, these lifesaving measures proved ineffective.
Emergency services, including Stephens County Game Warden Clifton Westbrook, were promptly dispatched after Mr. Cozart accessed his vehicle to contact emergency dispatch. The boat remains sunken, with plans underway to retrieve the craft as part of the investigative process. Authorities highlighted the inherent dangers posed by changing water volumes in the reservoir, which can produce unforeseen navigational perils.
The Texas Parks and Wildlife Department’s ongoing examination seeks to determine the precise causation of the collision, with particular attention to the risks presented by low-water environments. No other parties were involved, and the local sheriff’s office has excluded impairment as a causal factor. This occurrence stands as a sobering caution regarding the potential hazards of recreational boating in reservoirs with fluctuating water levels.
