On a Tuesday night in north Odessa, a deadly shooting occurred near the High Plains Apartments, prompting a rapid police response. Odessa officers were dispatched around 7:30 p.m. to the Andrews Highway area after receiving reports of a gunshot victim, setting in motion an investigation that would seek to identify a shooter and determine a motive.

Upon arrival at the scene, responders found 22-year-old I’sis Garza lying unresponsive on the ground. EMS personnel provided immediate medical care, but Garza did not survive her injuries. The scene was secured as officers began the process of documenting evidence and interviewing potential witnesses.

The investigation shifted as detectives collected physical evidence from the location and spoke with neighbors and anyone who might have heard or witnessed the shooting. Investigators focused on establishing a timeline of events leading up to the gunfire and identifying persons of interest connected to the incident. The suspect was identified as 22-year-old David Dewayne Horn Jr., who had fled the scene in a purple Dodge Charger.

Authorities arrested a suspect in connection with the shooting, bringing a new development to the case and prompting questions about motive and prior contact between the parties involved. Officers located the purple Dodge Charger traveling south on Grant Avenue and conducted a traffic stop.

Horn was transported to the Odessa Police Department for an interview, where he admitted to shooting his common-law wife, I’sis Garza, after getting into an argument with her. Based on the facts and circumstances presented during the investigation, OPD detectives obtained a warrant for Horn, who was charged with Murder, a first-degree felony, and transported to the Ector County Law Enforcement Center.

Community impact in Odessa was marked by concern and calls for transparency as investigators pursued details about how the incident unfolded and whether it was an isolated act or part of a broader pattern of violence in the area. Local officials and residents often seek timely updates while the investigation remains active, balancing public safety with due process.

As the case advances through the legal process, further information is expected to emerge about the motive, the relationships between those involved, and the outcome of the investigation. Court filings, trial proceedings, and additional investigative notes will provide more precise answers, while the public awaits formal charges and adjudication. The investigation remains ongoing, with no bond listed for Horn at the time of his arrest.
